The Organisation

CARE is an international development and humanitarian aid organisation fighting global poverty, with a special focus on working with women and girls to bring lasting change to their communities. CARE works with communities to help overcome poverty by supporting development efforts and providing emergency assistance. We believe supporting women and girls is one of the most effective ways to create sustainable outcomes in poor communities.

The Position

The Program Quality Manager (PQM) is a new and exciting senior leadership role with the potential to make a real difference in delivering high quality development outcomes for communities. The PQM leads the Program Quality team, which guides project design, Monitoring, Evaluation, Accountability and Learning (MEAL), program cycle management, and the implementation of program policies across all of CARE’s programs. The team supports the ongoing capacity building of CARE Vanuatu’s staff and partners across these areas and also leads on updating and strengthening program cycle management systems and tools. The role also supports the Program team to monitor progress against the CARE Vanuatu long term program strategy.

Essential Selection Criteria

► Minimum Bachelor’s degree with a focus on monitoring and evaluation or research or equivalent and/or minimum 3-4 year relevant work experience, preferably for an International Non-Government Organisation (INGO)

► Proven understanding of and experience in program quality and particularly design, monitoring, evaluation, accountability and learning concepts in the Vanuatu context including familiarity with theory of change approaches

►Demonstrated understanding of gender equality and a commitment to CARE’s approach and values including diversity and cultural sensitivity

►Demonstrated strong leadership, decision making, problem solving, planning, analytical and influencing skills

►Experience in developing policies, systems and tools

Desirable Selection Criteria

► Proven understanding of working with an International Non-Government Organisation (INGO) and a willingness to learn about CARE, gender equality and women’s empowerment activities

► Demonstrated experience in capacity building and on-the-job training for staff

► Representational skills including developing networks and relationships with key stakeholders

► Proven ability in managing a budget and/or cash
